WHAT IS LOGICAL FRAMEWORK
ANALYSIS (LEA)?
What is L F A?
A log frame (also known as a Project
Framework) is a tool for planning and
managing development projects.

WHY USE L FA?
L FA can be a useful tool, both in the planning,

monitoring and evaluation management of

development projects.

 It is not the only planning tool,

and should not be considered an end in itself,
but

using it encourages the discipline of
clear and

specific thinking about what the project
aims to do

and how, and highlighting those aspects upon
which

success depends.

What is so intimidating about using L FA?
Perhaps because we are very
conscious of the complexity of
development projects, we find it hard
to believe that they can be reduced to
one or two sides of A4.

Remember that the log frame isn't
intended to show every detail of the
project, nor to limit the scope of the
project. It is simply a convenient,
logical summary of the key factors
Where to start?
Problem tree could be a good start


Problem Analysis and Problem Tree 

Problem analysis involves

1  Identifying what the main problems are
2 Establishing the cause and effect relationships which result in, and flow from, these problems
Two main approaches for problem tree analysis

Focal problem method
development problems (or constraints) are brainstormed by the group, a core or focal problem is identified, and the cause and effect analysis then pivots around the focal problem;

Objectives oriented method

úa broad/high level development objective is specified at the start of the analysis, and constraints to achieving this objective are then brainstormed, analysed and sorted in to a cause and effect logic. 
Stakeholder analysis
 
Having identified the main problems and the cause and effect relationship between them, it is then important to give further consideration to who these problems actually impact on most

The main purposes of stakeholder analysis are to



• understand the interests of different groups, and their capacities to address identified problems, and

• design activities that appropriately address institutional capacity, distributional and social issues.
